So yes, I believe you can have deep roleplaying and "rulings not rules" in any edition, even 4E. Shoot, I'm sure you can even have superpowered gaming using Basic D&D (it might take some house ruling, but don't the older versions of D&D practically beg to be house ruled?). So old school really is a state of mind, and can served to transcend/augment a game system, no matter how old or new it may be.
